Development charges are fees collected at the time of a building permit to help pay for the cost of infrastructure required to provide municipal services to new development, such as roads, transit, water and sewer infrastructure, community centres and fire and police services.

Development Charges By-law 2019-80, as amended, came into effect on November 20, 2019, amended by By-law 2020-76 effective December 9, 2020, and further amended by By-law 2024-57, effective November 6, 2024. Worksheets used to calculate the development charges are linked below.

Draft 2025 Development Charges Background Study
As required under the Act, the Town engaged Watson & Associates Economists Ltd to update the current Development Charges Background Study and related By-law.
The Town is required to make the updated background study available to the Town’s website 60 days prior to passing the updated Development Charges By-law. The Town will hold a public meeting, as required under the Development Charges Act, on February 26, 2025. The complete background study and by-law will be brought forward to the March 19, 2025, regular meeting of Council for consideration. The current by-law expires on March 31, 2025, or when the new by-law is passed.

County of Simcoe Development Charges
The Town is required to collect development charges on behalf of the County of Simcoe in accordance with County By-laws. The County is responsible for setting their rates for development charges . For more information on the county development charges, please visit the County of Simcoe's website.
Education Development Charges (EDC)
The Town is required to collect development charges on behalf of two local school boards. The school boards are responsible for setting the EDC rates. Development Charges Background Study
The Town retained Hemson Consulting Ltd. to complete a Development Charges Background Study, dated January 16, 2020, which provided the basis for updating the Town's Development Charges By-law.
